PROFILE

Port users serve as crucial intermediaries between government and the private sector.  Port users have a significant role in the advent of the 21st century, acting as the catalyst between the Department of Finance (DOF) and the Department of Trade and Industry (DTI) in general and the Bureau of Customs (BOC), the Philippine Ports Authority (PPA), the Maritime Industry Association (MARINA) and other port-related agencies in particular.

The next millennium’s focus on a globalized business environment – which began in the early 1990s – has been characterized by the continuous application of modern information technology, increased liberalization in emerging new markets and application of expansive economic policies.  These characteristics demand that sectors like the port industry implement procedures and sustain operations to speed up trade facilitation to ensure economic growth in a rapidly developing world market place of goods and service.

Against this background, the Port Users Confederation, Inc. (PUC) was established as a duly registered non-stock organization in 1996.  Formally incorporated on 7 January 1997, the Confederation united several associations which regularly deal with the BOC, the PPA and the Arrastre Contractors of the Manila International Container Port (MICP) and the Port of Manila (POM) in South Harbor.

VISION
The Port Users Confederation, Inc. (PUC) envisions itself in leading and initiating a strong partnership with the Government in the formulation, simplification, harmonization and problem-free clearance procedures for exports, imports, trading and manufacturing industries, in order to enhance the viability, readiness and competitiveness of Philippine products and services in the global markets.

MISSION
The PUC stands by its commitment to formulate, establish and implement a simplified integrated system to transport land cargo clearance procedures thereby providing its client-users efficient and effective service to enhance their competitive edge in the world of commerce, as it plays its role as a major partner of government in general and the Bureau of Customs (BOC) in particular, in its effort to attain global acceptance through modern technology and trade excellence in the pursuit of a sustained economic development.

The PUC serves as an advocacy body of the private sector with common concerns and interests related to their respective business operations at the ports.  The PUC conducts regular meetings among its member-associations as part of an overall effort to assist Customs administration and other government regulatory agencies in the formulation, simplification and harmonization of procedures and practices.

The PUC meets regularly to dialogue with key government officials of the DOF, the DTI and the BOC Commissioner.  These meetings are conducted to identify, define and evaluate port-related issues which need to be resolved in order to ensure that business relations between government and the private sector remain cordial and transparent.

The PUC has a firm commitment to support the private sector.  The PUC has consistently worked for the review and restructuring of excessive government policies and regulations to improve port management in order to enhance port systems which deliver efficient service to port users and other stakeholders.

The extent of the partnership between the PUC and government is bound to expand as international trade resulting from regional and international agreements increase in the beginning of the 21st century.  As the country moves on to the next millennium, the PUC seeks to establish itself eventually as a catalyst for national progress, as a significant partner of government in the generation of revenue and as a meaningful contributor to an enhanced global Community of Nations.
